I am calling for a citizen lead “Technology & Data Governance Committee”
Oversight Before Expansion.
Technology can help communities solve problems, but it is important that new systems are introduced with transparency and public oversight.
Establishing clear rules early helps ensure that surveillance tools serve the community without quietly becoming the default in everyday life.
A citizen lead committee will be tasked to ensure that new technologies that collect, analyze, or act on community data are introduced with transparency, safeguards, and community guidance—before they become embedded in daily life.
The Committee’s Core Functions
Think in three time horizons so it doesn’t become passive.
A. BEFORE (Gatekeeping)
- Review all proposed arrival technologies
- Require:
- use policy
- data map (what’s collected, where it goes)
- vendor terms summary
- risks & safeguards
B. DURING (Monitoring)
- Track:
- how systems are actually used
- access logs (who is querying what)
- data sharing
C. AFTER (Accountability)
